⚠️ Important Update ⚠️

Effective September 30, 2025, Florida has temporarily suspended the issuance of non-domiciled commercial driver’s licenses (CDLs) and commercial learner’s permits (CLPs), also known as non-immigrant or temporary CDLs and CLPs.

This action follows new federal requirements from the U.S. Department of Transportation and Federal Motor Carrier Safety Administration (FMCSA) to strengthen oversight of non-domiciled commercial licensing.

What This Means:

  • Non-domiciled CDL and CLP applications are temporarily paused until further notice.
  • Identification and Class E licenses are not affected and continue to be processed normally.
  • Additional information will be provided as it becomes available from federal authorities.

This pause ensures Florida remains in full compliance with enhanced federal transportation safety requirements.

CDL Requirements

If you are applying for commercial driver license (CDL) you must first meet all CDL requirements and complete all required CDL tests for your specific license class.

What are the CDL requirements?

1 – Already have a valid driver license.

2 – Be at least 18 years old (applicants under 21 are restricted to intrastate operation only).

3 – Present two proofs of Florida residential address in their name.

Present two proofs of Florida residential address in the applicant’s name. Applicants must present two proofs from List A OR one proof from List A and one proof from List B.

List A (document must be in the applicant’s name)
  • A recent lease or rental agreement for the residence with a term of 6 months or greater
  • Mortgage deed for property in Florida
  • Current Florida voter registration card
  • Florida vehicle registration or title
  • Florida vessel registration or title
  • Current homeowner’s insurance policy or bill
  • Current electricity or water bill (must be dated within the last 60 days)
  • Recent cellular or landline telephone bill (must be dated within the last 60 days)
  • Recent internet service provider bill (must be dated within the last 60 days)
  • Latest property tax bill
List B (document must be in the applicant’s name)
  • Latest W-2 form or 1099 form (must be dated within the last six months)
  • Recent bank statement (must be dated within the last 60 days)
  • Recent credit card statement (must be dated within the last 60 days)
  • Latest military orders
  • Recent pay stub (must be dated within the last 60 days)
  • Recent official government documents (must be dated within the last 60 days)

CLP or CDL applicants unable to provide a proof of residential address from list A, must provide a Declaration of Domicile filed with the Clerk of the Circuit Court pursuant to Florida Statutes section 222.17 and one proof of residential address document from list B.

CLP & CDL applicants cannot use a Certification of Address, Form HSMV-71120 (PDF) for licensure.

4 – Certify your medical certification information.

You must certify before getting or renewing your CDL. Complete your certification and/or update medical information.

5 – Be a Florida resident (applicants must show proof of six months of Florida residency)

Present one of the documents from the list below to establish Florida residency:

List of valid proof of Florida Residency
  • A current Florida Class E Driver License or Florida Identification card held for a period of more than six (6) consecutive months.
  • A lease agreement, in the customer’s name, that has been in place for a period of more than six (6) consecutive months.
  • A current residential mortgage, in the customer’s name, signed more than six (6) months ago.
  • A current residential deed, in the customer’s name, signed more than six (6) months ago.
  • A Florida Voter Registration Card.
  • A statement of domicile pursuant to section 222.17, F.S.
  • A homestead tax exemption filing on property in this state.

CDL Tests

Class A License

To operate trucks or truck combinations weighing 26,001 lbs or more, and towing a vehicle/unit over 10,000 lbs, then a Class A license is needed. Here’s what you need to complete:

Important Notes:

  • Vision must be 20/40 in each eye, and hearing must be sufficient to hear a whisper.
  • Skills and Hazmat exams are in English only. Interpreters are not permitted during any CDL exams.

1. Knowledge Tests

  • General Knowledge Test. View the Florida CDL Handbook to prepare for the test.
  • Combination Vehicles Test
  • Air Brakes Test (if applicable, most Class A vehicles are equipped with Air Brakes but not all)
  • Applicable exams for desired endorsements

2. Skill Tests

Skill tests are not offered at our offices. View list of third-party providers.

  • Pre-trip Vehicle Inspection
  • Basic Vehicle Control
  • On-road Test
Class B License

To operate straight trucks and buses 26,001 lbs or more, a Class B license is required. Here’s what you need to complete:

Important Notes:

  • Vision must be 20/40 in each eye, and hearing must be sufficient to hear a whisper.
  • Skills and Hazmat exams are in English only. Interpreters are not permitted during any CDL exams.

Class C License

To operate vehicles transporting placarded amounts of hazardous materials, or vehicles designed to transport 16 or more people including the driver, with a Gross Vehicle Weight Rating of less than 26,001 lbs, a Class C license is required. Here’s what you need to complete:
