Commercial Driver License (CDL)

Update for Non-Domiciled CDL and CLP Holders

Florida is resuming processing of Commercial Driver Licenses (CDLs) and Commercial Learner Permits (CLPs) for eligible non-U.S. residents effective May 13, 2026.

To apply for or renew a CDL or CLP, non-domiciled customers must present:

  • A valid foreign passport
  • A valid I-94 showing lawful U.S. presence
  • One of these visa types:
    • H-2A (agricultural worker)
    • H-2B (non-agricultural worker)
    • E-2 (treaty investor)

Additional requirements:

  • The CDL/CLP expiration cannot exceed the I-94 expiration date or 1 year, whichever comes first
  • All transactions must be completed in person

Customers who do not hold one of the three qualifying visa types are not eligible for a CDL or CLP at this time.
