CDL Tests

Update for Non-Domiciled CDL and CLP Holders

Florida is resuming processing of Commercial Driver Licenses (CDLs) and Commercial Learner Permits (CLPs) for eligible non-U.S. residents effective May 13, 2026.

To apply for or renew a CDL or CLP, non-domiciled customers must present:

  • A valid foreign passport
  • A valid I-94 showing lawful U.S. presence
  • One of these visa types:
    • H-2A (agricultural worker)
    • H-2B (non-agricultural worker)
    • E-2 (treaty investor)

Additional requirements:

  • The CDL/CLP expiration cannot exceed the I-94 expiration date or 1 year, whichever comes first
  • All transactions must be completed in person

Customers who do not hold one of the three qualifying visa types are not eligible for a CDL or CLP at this time.


Entry-Level Driver Training (ELDT) Requirements for CDL Applicants

ELDT regulations require that all entry-level drivers of commercial motor vehicles (CMVs) receive training from a provider listed on FMCSA’s Training Provider Registry.

The ELDT course must be completed before taking a CDL skills test or, the hazardous materials knowledge test (H) unless a hazardous materials endorsement (H) was obtained on a CDL prior to February 7, 2022.

CDL Test Requirements

All CDL applicants must fulfill the following requirements:

  • Must have a driver license
  • Vision must be 20/40 in each eye
  • Hearing must be sufficient to hear a whisper
  • Must be at least 18 years of age (applicants under 21 years old will be restricted to intrastate operation only)

Are oral exams available?

Oral exams may be given in English, Spanish or Haitian Creole with the exception of skill tests or hazmat exams. Interpreters are not allowed during the administration of CDL exams.

Listed below are the requirements for each CDL class type. Once you have reviewed the requirements you must complete the tests through an approved third party provider. Our office does not administer CDL tests.

Class A License

To operate trucks or truck combinations weighing 26,001 lbs or more, and towing a vehicle/unit over 10,000 lbs, a Class A license is required. The following tests are required:

Knowledge Tests:

  • General Knowledge Test
  • Combination Vehicles Test
  • Air Brakes Test (if applicable, most Class A vehicles are equipped with Air Brakes but not all)
  • Applicable exams for desired endorsements

Skill Tests:

  • Pre-trip Vehicle Inspection
  • Basic Vehicle Control
  • On-road Test
Class B License

To operate straight trucks and buses 26,001 lbs or more, a Class B license is required. The following tests are required:

Knowledge Tests:

  • General Knowledge Test
  • Air Brakes Test (if applicable)
  • Applicable exams for desired endorsements

Skill Tests:

  • Pre-trip Vehicle Inspection
  • Basic Vehicle Control
  • On-road Test
Class C License

To operate vehicles transporting placarded amounts of hazardous materials, or vehicles designed to transport 16 or more people including the driver, with a Gross Vehicle Weight Rating of less than 26,001 lbs, a Class C license is required. The following tests are required:

Knowledge Tests:

  • General Knowledge Test
  • Air Brakes Test (if applicable)
  • Applicable exams for desired endorsements

Skill Tests:

  • Pre-trip Vehicle Inspection
  • Basic Vehicle Control
  • On-road Test
