Getting your first driver license? Here’s what you need to complete:
1. Gather All Your Identifying Documentation
2. Traffic Law and Substance Abuse Education (TLSAE) Course
- Required before taking any tests.
- Not offered at our offices. View list of third-party providers.
- May be waived if you were previously licensed in another country.
3. Written Test (Class E Knowledge Exam)
- Available to Hillsborough County residents only.
- 50 multiple choice questions: 45 about traffic laws + 5 about road signs.
- Must get 40+ correct answers to pass.
- View the Florida Driver’s Handbook to prepare for the test.
- Ready to take your test? Schedule an appointment at one of our offices.
- Need a weekend option? If you are a student or working adult and can’t take time off during the week, we offer convenient Saturday License Services.
- Need more options? There are approved third party administrators that provide this service.
4. Road Test
- Must pass a vision test at our office (you may use corrective lenses if needed).
- Available at – Brandon, East Tampa, and Plant City offices only.
- Appointment required – Hillsborough County residents only.
- Before making an appointment, please visit our road test page for requirements and preparation guides.

Getting your learner’s permit? Here’s what you need to complete:
Important Notes:
- Teens (ages 15–17) must obtain a learner’s permit before getting a driver license.
- A learner’s permit holder must be accompanied by a licensed driver, 21 years of age or older, who occupies the front passenger seat.
- All teens must adhere to certain rules and time limits while driving. Review the driving restrictions and requirements.

2. Driver Education Course
All first-time drivers must complete an education course based on their age:
- Under 18: Complete a Driver Education Traffic Safety (DETS) course.
- 18 and older: Complete the Traffic Law and Substance Abuse Education (TLSAE) course.
3. Parental Consent Form
- Required for applicants under 18 years of age only.
- Present the Parental Consent Form, Form HSMV 71142 (PDF) signed by a parent or guardian – either in the presence of a driver license examiner, or notarized if the parent or guardian cannot be present.

Ready to upgrade to a driver license? Here’s what you need to complete:
Important Notes:
- If you are a non-immigrant, then you must bring all your identifying documents with you. View the Real ID required documents you need to bring.
- Bring your learner’s permit to avoid a replacement fee (if there are no changes to your personal information). If your learner’s permit was lost, stolen or you have changes to make to your personal information, you must pay a replacement fee.
1. Eligibility Requirements
- Must be at least 16 years old.
- Must hold learner’s permit for at least one year (12 months) OR reach age 18, whichever comes first.
- No moving violation convictions for one year from learner’s license date of issuance (OR may have one moving violation as long as adjudication was withheld).
2. Driving Experience Certification
- A parent, legal guardian or responsible adult over 21 years old must complete the Certification of Driving Experience of a Minor, Form HSMV 71143 (PDF), certifying the driver has 50 hours of driving experience, of which 10 hours must be at night. Use the Learner’s License Driving Log (PDF) to track driving experience time.
3. Road Test

Moving in to Florida and need to transfer your out-of-state license for a Florida license? Here’s what you need to complete:
1. Gather All Your Identifying Documentation
2. Make an appointment at one of our offices
- During your visit you must pass a vision test at our office (You may use corrective lenses if needed).
Plan ahead! No appointment necessary for this service, but scheduling ahead can save you time. Appointments are for Hillsborough County residents only and require a driver license or alien number to schedule.
Walk-ins are welcome! You can visit us at any of our office locations.

Interested in getting a motorcycle endorsement on your license? Here are the requirements you need to fulfill:
- Be at least 16 years old.
- Have a driver license that is unexpired and in good standing.
- Drivers with a learner’s license are ineligible for a motorcycle endorsement.
- Complete the Basic RiderCourse (BRC) motorcycle safety course with an authorized Sponsor. Locate a BRC or BRCu Sponsor near you.
- Visit one of our offices to notify your course completion, provide proper identification and pay endorsement fees.
