Out of State CDL

Update for Non-Domiciled CDL and CLP Holders

Florida is resuming processing of Commercial Driver Licenses (CDLs) and Commercial Learner Permits (CLPs) for eligible non-U.S. residents effective May 13, 2026.

To apply for or renew a CDL or CLP, non-domiciled customers must present:

  • A valid foreign passport
  • A valid I-94 showing lawful U.S. presence
  • One of these visa types:
    • H-2A (agricultural worker)
    • H-2B (non-agricultural worker)
    • E-2 (treaty investor)

Additional requirements:

  • The CDL/CLP expiration cannot exceed the I-94 expiration date or 1 year, whichever comes first
  • All transactions must be completed in person

Customers who do not hold one of the three qualifying visa types are not eligible for a CDL or CLP at this time.


Transferring Your Out-of-State CDL

If you are transferring an out-of-state CDL, you must bring all required documentation, a medical exam certification (if applicable), your current out-of-state CDL (you will need to surrender your current license) and pass a vision test.

Medical Exam Certification: A Department of Transportation (DOT) medical exam certification is required unless specifically exempted from holding one. The medical certification must be carried while operating a commercial motor vehicle, and is valid for two years. What if my license is lost or expired?

You may still be able to transfer your license if we can verify your driving privileges through a national database.

What if my CDL has a Hazmat endorsement?

If transferring a CDL with a Hazmat endorsement, you must:

  • Pass the Hazmat endorsement written test.
  • Be fingerprinted (finger printing services are available at our North Tampa office).
  • Pass a TSA national background check.
  • Provide proof of Florida residency.

Document Requirements

Gather documents that verify your identity, social security number, U.S. citizenship or lawful presence status, and proof of Florida residency.

What documents do I need to bring?

Important: All CDL holders must show proof of six months of Florida residency.

Present one of the documents from the list below to establish Florida residency:

List of valid proof of Florida Residency
  • A current Florida Class E Driver License or Florida Identification card held for a period of more than six (6) consecutive months.
  • A lease agreement, in the customer’s name, that has been in place for a period of more than six (6) consecutive months.
  • A current residential mortgage, in the customer’s name, signed more than six (6) months ago.
  • A current residential deed, in the customer’s name, signed more than six (6) months ago.
  • A Florida Voter Registration Card.
  • A statement of domicile pursuant to section 222.17, F.S.
  • A homestead tax exemption filing on property in this state.
