What is a permanent disabled parking permit?
A Florida disabled parking permit may be issued to individuals with disabilities upon certification by a qualified medical provider. The permanent permit is valid for up to four years from the date of issuance and expires on your birthday.

Vehicles displaying disabled parking placards or wheelchair license plates may park at parking meters free of charge unless otherwise posted. Maximum time limits are enforced after four hours.
The vehicle must be transporting the disabled person. A designated driver may park in a wheelchair symbol parking space if the person on the “Person with a Disability Identification Card” is in the vehicle with their ID card.
What are the permit display requirements?
The permit must be hung on the rearview mirror with the permit number visible from the front of the vehicle. The placard is issued to you, not your vehicle, and can be transferred to any vehicle transporting you. You must have your Florida driver’s license or ID card with you when using the permit.
Important: If anyone improperly uses the disabled permit without the disabled person being transported, they can be issued a parking citation with fines up to $250 plus additional court fees.
Apply For a Permanent Disabled Parking Permit
To apply for a disabled parking permit you must:
- Have either a current Florida driver license or a Florida identification card.
- Complete the Application for Disabled Person Parking Permit, Form HSMV 83039 (PDF). Both you and your certifying medical provider must sign the application.
- You can find a list of approved certifying medical providers on the Application for Disabled Person Parking Permit, Form HSMV 83039 (PDF).
- The form is not valid for more than 12 months from the date of the certifying medical provider’s signature.

Who is eligible for a wheelchair symbol license plate?
You are eligible if you have a disability certified by a qualified medical provider and own, co-own, or lease a vehicle. Disabled veterans (DV) with a DV license plate are also eligible.

What are the fees?
The fee for a wheelchair license plate is $28 in addition to other applicable registration fees.
We accept cash, checks, money orders, Apple Pay, Google Pay, and credit or debit cards (all payment options except cash, checks and money orders are subject to a convenience fee). The Tax Collector’s Office does not receive any part of the convenience fee.
